Thomas Holbrook, St. Clair County Clerk

Thomas Holbrook was appointed to the office of County Clerk on July 1, 2013. He was then elected in 2014. Tom graduated from SIUE in 1971 with a BA in Social Science. Tom was elected to the position of St. Clair County Board Member, District 10, from 1981 to 1994, and elected Illinois State Representative, District 113, from 1995-2011. Tom was appointed to Chairman of the Illinois Pollution Control Board from 2011-2013.

- Both Democrat & Republican County Board Members unanimously approved Tom’s appointment to the office of St. Clair County Clerk.
- Executed the first total purge of voter files in 8 years.
- Began the online posting of candidates filing for public office.
- Created the County’s 1st voter integrity hot line, coordinating with the U.S. Attorney, State’s Attorney and Sheriff’s Office.
- Involved the Illinois State Archives in reviewing and preserving County Clerk records.
- Instituted first online ordering of Birth, Death and Marriage Certificates.
- Began accepting credit card payments at the County Clerk’s Office.
